Pedestrian facilities serve the most basic, and critical, transportation needs by allowing pedestrian circulation through communities once cars and bikes are parked or transit riders have de-boarded.  Sidewalks, paths, trails and wide, paved shoulders enhance commerce by providing access to businesses and accommodate social interactions and physical health by providing a place to exercise.  Café zones and resting areas (benches, etc.) set the tone for pedestrian travel as the fundamental mode in urban areas .
